The New SCHL CBA Announced

July 15, 2005 - This fall we'll be taking the SCHL to the next level.  We will be implementing some substantial rule changes, some you will be familiar with from the message board and some from behind the scenes.  I've negotiated with my self and I then ratified this.

Here is a formal list of all the new, exciting changes you can look forward to:

  1. Rosters - I'm proud to announce gone are the days of the dreaded value of 2 for 1s.  The rosters will now work like this:  This year teams will draft the usual 4 rounds. And then, draft another two rounds in the "Class of Crosby Draft".  (More on that below.)  Subsequently we will drop 4 players, increasing every rosters size by two players.

Next year, on September 1st, all teams will protect players, instead of drop players.  Teams will select 12 players they wish to protect, and then we'll have 4 rounds of drafting.

  2. Compensation - Well, you're probably wondering what about the teams over the 14 players mark.  Well, the league must give up compensation to these teams, because they’ve gone to considerable expense to increase their roster size.
For each player over 14, those teams are eligible for one 'Bonus'.

These are the three options available to those teams to spend their "Bonus":
    1.) A $50 credit for each Bonus or;
    2.) They can swap a 4th round pick and 1 Bonus for an 11th overall pick (w/ an 8 year window to use this) or;
3.) They can swap a 2nd and a 3rd round pick and 2 Bonus's for the 3rd overall pick in the draft (w/ a 4 year window) (this can only be selected once by each team)

The last two options will come with enough notice. September 1st of that year. And cannot be used in this upcoming draft.  If this sounds steep, you're probably right.  But this move is for the greater good of the SCHL.

  3. Divisions - We are no longer are we using the same old divisions year in, and year out. Now we are implementing a system based on the English football style Promotional/Relegation system.  Teams, according to last year’s final points for totals have been grouped into New divisions.  The new teams, out of fairness, have been put into the 'Silver' division.  The schedule will have everyone play everyone at least once and people in their own division twice.  At the end of the season the division winners from the Gold, Silver and Bronze will be promoted.  I think the rest is self explanatory.  Then there's the Bellamy Rule.  If the 2nd place team in any division beats the 2nd last team in the div ahead in both points for and team points then they also move up.

Money for Division winners will be awarded under a new funding formula, as follows.
10.25% - Premier Division Winner (This year apx: $250)
5.0% -     Gold Division Winner       (This year apx: $100)
2.5% -     Silver Division Winner      (This year apx:  $50)

5.0% will also continue to be awarded to the Prime Ministers award winner.

  4. New Playoff Eligibility: 12 teams will still make the post season, however the top 4 teams in the Premier division will make the post season, top 3 from the Gold division will make the post season, top 2 from the Silver and top team from the Bronze will make it.  Plus, there will be two wild-card teams in the playoffs.  These will be awarded to the next best two teams, league wide.

  5. Playoff Format - All teams who make the post season will be grouped together, and ranked according to their team points.  (In the case of a tie, the team with the most points for is ranked higher.)

The top 4 teams will get a bye into the 2nd round of the playoffs.

Head starts will remain the same round 1 (1 point head start awarded for each team win/loss point during the regular season)
They will then be halved for rounds 2 and 3 there will be no head start points awarded for the finals.

    Round 1:
The 5th ranked team will face the 12th place team
The 6th ranked team will face the 11th ranked team
The 7th ranked team will face the 10th ranked team
The 8th ranked team will face the 9th ranked team

    Round 2:
The #1 ranked team will face the lowest ranked remaining team
The #2 ranked team will face the 2nd lowest ranked team remaining
The #3 ranked team will face the 3rd lowest ranked team remaining
The #4 ranked team will face the 4th lowest ranked team remaining

    Round 3:
The highest ranked team will face the lowest ranked team remaining
The 2nd highest ranked team will face the 2nd lowest ranked team

    The Finals:
The two winning teams from round 3 will face off head to head in the finals with no head starts.  The winner will be the Snipers Cup Champion, and the loser will be awarded the Runner-up money.

The two losing teams from round 3 will face off head to head during the finals.  The winner of the match will win the money traditionally awarded to the “2nd runner up”

The long and short of this is we will lose a week of the regular season by adding one additional playoff round.

This means that the finals will now consist of two teams and not three.  Money will be awarded the same as before.

  6. Crosby Lottery - This was already posted on the board but teams will have the following amount of balls in the 2005 "Crosby Draft", which consists of 2 rounds.  All players drafted in the 2005 NHL draft, as well as any NHL players who have not been drafted into the SCHL will be eligible to be selected in this draft.

    Team Balls
    Brahmas 10
    Coyotes 9
    Regime 9
    Barracudas 7
    Gryphons 7
    Tycoons 6
    79ers 4
    Jawas 4
    Shrubdogs 4
    Horses 2
    Millionaires 2
    Assassins 1
    Behemoths 1
    Bullets 1
    Crushers 1
    Flash 1
    Heartbreakers 1
    Jokers 1
    Rowdy Kilts 1
    Tornadoes 1
  7. Draft Order:  This is a small change.  Effective 2006 the draft order will snake back one round earlier.  This means that, after determining the draft order, 1-20,  for round 1 (with lottery), and repeating it (without lottery, based only on points with the worst team getting the #1 pick, and the best team getting the #20 pick) in round 2, the 3rd round will snake back and, effectively be 20-1, and then the fourth will be snake back down at 1-20.

    In short, we currently draft 1-20, 1-20, 1-20 then 20-1, this will be changed to 1-20, 1-20, 20-1, 1-20.

This means that the best teams will get the top picks in round 3, rather than round 4.

  8. Money Change Card - Teams will be allowed to change one of their money man once per season for any reason.  This change must be made prior to the trade deadline, and will be effective for the week immediately following the change being activated.  These cannot be traded.

  9. SCX - Because of the new roster rules, the Snipers Cup Exchange, a waiver draft system which we had hoped to activate this year, will be scrapped.  It is no longer feasible, and was not well understood.

  10. Owners Conduct - This is the most serious matter, in my opinion. There are many GMs who love this pool and take it seriously and make it enjoyable.  Then are a few who are barley present.  It's not a mystery who's these teams are.  And, I'm giving all teams a years warning in hopes that they will become effective GMs.  Most of you are already awesome.

Here's what makes a good GM, in order:

Independence - Sounds silly, but we are aware that some teams have little clue what the hell is going on and other teams are in control of the daily operation of their teams.  From now on, I no longer need of proof of this, if I am reasonably convinced that your team is being controlled by another team, I will consider it collusion, and you will immediately lose ownership of your team.

Replies to trades and votes - Although this sounds simple, a lot of teams no not reply to either.  This irks us other GMs as it slows the pool down and makes it worse off for the more involved GMs.  If you get an email offering a trade, or asking you to vote on a league wide issue, please respond in a timely manner.

Statesmanship - I want GMs to be nice to each other.  There's fun trash talk then there's nonsense.  Some GMs would easily win the Commish's Choice award, if it weren't for their lack of Statesmanship.  Just be pleasant.  If I find a GM is being a jackass, I'm booting that GM. Simple as that.

Posting on the board - A lot of people believe posting loads equals a good GM.  While it doesn't hurt, I find this to be wrong.  For example, the Gryphons, do not post a lot, but are a great GM.  They reply to emails, take an active role in rule changes, etc.  However, I do believe reading the board at work makes the day pass by a little faster.  I'd like to see the non-posters of the world post more.  I don't want or expect a 1,000 posts a week, just if you have an opinion (which you all do) on a topic make a post. One post a week, while not mandatory, would be nice too see.

Like I said, in the past I have been a ‘waffeler’ on this subject of booting GMs for their lack of participation, but I'm giving everyone a warning now that by this time next year I'm booting teams that I feel aren't good for the SCHL.  I know a few teams out there right now on my boot list.  It's nothing personal though.

Well, there you have all the new rules.  This will be for the better.  If there's any small details to this, I'll just add them accordingly.  I know it's a lot to digest, but soak it in and let the fun begin!!!  The new SCHL has pulled into the station.  Start posting your thoughts!

Draft Day Update

June 24, 2005 - "The Bellamy Barracudas are proud to announce that this years SCHL draft will be held at "The School." This brand new, state-of- the-art facility is located right in the heart of Coquitlam just a few steps from the Coquitlam Centre Mall and will be the new home of the Barracudas for at least the next year.

Directions will be sent out once we get closer to Draft Day.  Snacks will be supplied, beer will not.

Also, a round of golf will be set up at Pitt Meadows for all that are interested. The tee time can either be the night before the draft or the morning of.

No shitty golfers please (Brian, this means you.)"

A New CBA on the Horizon?

June 2005 - Well after one year of these morons goofing around, it looks as though they are going to get their act together and produce a new CBA.  The Bob Macs of the world are predicting July 1st as a date for the announcement.  Right in time for Canada's Bday.  Nothing says happy bday like a new CBA, eh?  With that the 2005-2006 draft should go on as planned.  Now all we need is a host?  I did not receive an email from anyone wanting to host it, so I'll continue to post it on here.

Once the CBA is announced Kevin and I will figure out the next steps.  So until then all rosters are frozen and teams are not allowed to trade.  Also, I suggest teams look into the rules.  The new teams may be unaware of all the rules, but the old vet teams should know that we have the SCX now and the conference are no now more.
